The 28-year-old Brazilian parted company with Porto this season upon the severance of his current deal with the Dragons, and he's now on the lookout for a new club.
Atleti's interest in the former C.D. Nacional man is well-known, with the likes of former rojiblanco legend and Portuguese international Paulo Futre recommending the player to the club.
With the diminutive midfielder apparently just as eager to join up with the Spanish club as he was to leave Porto, the formalities are all that remain to be done.
These, though, must wait. As.com reports that not until June 30 will everything be sorted as only then can his 'Article 17' departure from Oporto be fully signed and sealed.
The former Palmeiras ace is on holiday at Mato Grosso and is under strict orders from his lawyers and advisors not to speak to the media, lest his Article 17 break be jeopardised.
Also on vacation with Paulo are his two children and his wife, who is expecting the couple's third child, a girl.
Meanwhile Atleti are not yet finished in the transfer market, with the director of sports and CEO apparently in France to sound out a number of options ahead of the rojiblancos' Champions League campaign.
